How to get a document ready for any upload form, from a pile of photos to one file that fits the size limit.
Make one file per upload box on the form, then clear the list and do the next. The Upload list at the top of Make PDF tracks them: pick a template or type the items, press Start on one, add its pages and create the file. It is ticked off when the file fits the limit.
Press View and sign on any item. The page opens large.
Scan with your phone and receive the pages on your computer, without stopping what you are doing there.
Both devices must be signed in to the same account. Pages travel through your account's private storage and are deleted as soon as the computer receives them. The offline copy of DocuClue cannot link a phone.
Choose a PDF, pick the size limit and colour, then Compress PDF. Pages are redrawn as images at the best quality that fits, so the text can no longer be selected. If the result is not smaller, DocuClue tells you to keep the original.
Choose a PDF and tap pages to select them. Then save them as one PDF, as one PDF per page, or as JPG images. Split into parts cuts the whole file every few pages.
For forms that ask for a photo or signature under a size in KB, or at an exact size in pixels. Pick the limit and dimensions, then Resize. US visa photo, DS-160 gives a 600 x 600 px JPG under 240 KB, as the US Department of State asks.

The size limit always wins. If pages do not fit, DocuClue steps the quality down until they do and shows the final size on the bar.

Choose Smallest quality and Document colour, remove pages you do not need, or split the upload into two files. A large PDF you added is only shrunk when you tick "Also shrink PDFs that are too big" (Premium) or use Compress PDF first.
HEIC photos are converted automatically, which takes a few seconds each. If one fails, set the iPhone camera to "Most Compatible" in Settings, Camera, Formats.
Type the password in the box next to the file and press Unlock. DocuClue makes a copy without the password. Its pages become images, so text in that copy cannot be selected.
For most uploads a signature image is fine. Some forms need a wet signature or a certified e-signature service. Check the form's instructions.
Nowhere. Everything runs in your browser. The only exception is phone to computer, where pages pass through your own account's private storage and are deleted on arrival.
Yes. Photos are redrawn when they are added to a PDF, which drops hidden details such as the GPS location where the photo was taken and the phone model.
Each preset links to the page the limit came from. Agencies change limits, so check the form if an upload is refused.

This is a dynamic form (XFA), like many government forms such as IRCC's IMM forms. Fill it in and validate it in Adobe Acrobat Reader, save it, and upload that file on its own, as it is. Merging or changing it can remove the data the agency reads.
